Established in 2016
Merit Civil was established in 2016 as Tactical Group Construction (TACGC). From the beginning, our work has centered on concrete construction and the infrastructure that supports commercial projects.
As our services expanded, the Merit Civil name became a better reflection of the work we do today. We provide concrete construction and EV site infrastructure services, including site preparation, trenching, conduit installation, equipment pads, and pavement restoration. Our focus remains straightforward: deliver dependable work that helps every project move forward.

CEO & Co-Founder
JB is an entrepreneur and business leader who has built, scaled, and exited multiple companies. His experience spans business development, operations, and construction, giving him a practical understanding of what it takes to lead teams and deliver for clients.
At Merit Civil, JB brings that experience to building a company grounded in clear communication, accountability, and quality work. He works closely with the team to strengthen operations and make sure every project is built to perform.
Christian Cardenas
COO & Co-Founder
Christian has spent his life in construction, building hands-on experience across concrete and infrastructure projects. He founded and grew his own concrete company, which was later acquired by Tactical Group Construction, now Merit Civil.
As Chief Operating Officer, Christian oversees day-to-day operations and project execution, working closely with crews, project teams, and partners to keep work moving safely and efficiently. He brings a practical approach to planning, coordination, and problem-solving, staying connected to the job site and the details that drive successful projects. His experience and commitment to quality help Merit Civil deliver dependable results from planning through completion.

Merit Civil maintains the licenses, certifications, and insurance required for the work we perform. We meet applicable project requirements for private, commercial, and government contracts, including any additional qualifications specified by the client or contracting agency.
Safety, Insurance & Bonding
Merit Civil prioritizes safe work practices on every job site and maintains insurance coverage appropriate to the work we perform. Bonding is arranged as required by the project or contract. We work closely with clients to meet applicable safety standards, coverage requirements, and contractual obligations.
